SERVICING QUEENSLAND
We develop comprehensive solutions for protecting Queensland’s wildlife and habitats, in line with the Queensland Nature Conservation Act 1992.
Protect wildlife, stay compliant, and keep your project moving.
At 4 Elements Consulting, we develop Species Management Plans (SMPs) to help clients comply with environmental regulations that conserve our diverse fauna. These plans are a requirement for projects that may impact the breeding places of protected animals. We handle the environmental management of your planned activity from start to finish. Our experts are adept at identifying protected animals at your site, developing the appropriate type of SMP to get your project approved and tackling all the monitoring and mitigation actions. Trust us to ensure your project proceeds with minimal impact on Queensland’s native wildlife, and to your triple bottom line.
Who can we help
No matter the scale or scope of your project, we deliver tailored Species Management Plans to help you minimise environmental impact and meet regulatory requirements.
We support clients in diverse sectors, including construction, mining, energy, infrastructure and government, ensuring their projects meet environmental obligations while minimising ecological impacts.
Why do you need a Species Management Plan?
Species Management Plans are a regulatory requirement for many projects, ensuring compliance with Queensland’s Nature Conservation Act 1992. They authorise activities that tamper with the breeding places of protected animals, such as bird nests, tree hollows, burrows, ponds, etc. These structures are vital for the survival of fauna species; therefore, their protection is essential.
The purpose of an SMP is to:
- Assess the threats to native animal breeding places resulting from a planned activity
- Determine the level of risk and degree of legal protection afforded to the species impacted – SMPs can be either low risk or high risk, with the latter requiring more survey and mitigation effort
- Incorporate management actions that will avoid and/or minimise both the immediate and the long-term impacts of removing or altering an animal breeding place
- Set monitoring and reporting requirements that demonstrate the management actions in the SMP are effectively implemented and produce the intended results
Without an SMP, project proponents risk legal penalties, project delays and potential harm to biodiversity, including our most threatened species. Our plans provide a structured approach to identifying, mitigating and managing ecological risks while allowing projects to proceed responsibly.
The Process
Our tailored approach ensures each plan aligns with project objectives while upholding best-practice conservation principles.
1. Baseline Ecological Assessment
Conducting field surveys to identify the presence of protected species and habitat
2. Regulatory Consultation
Liaising with relevant authorities to determine legal requirements
3. Impact Assessment
Evaluating potential risks and impacts on species and ecosystems including determining low or high risk SMPs, level of species’ protection and the type of breeding places observed
4. Mitigation Strategies
Developing site-specific measures such as habitat protection, relocation, buffer zones, and adaptive management
5. Implementation and Monitoring
Supporting clients with on-the-ground execution, ongoing monitoring, and compliance reporting

Past Projects
Our team has successfully developed Species Management Plans for a wide range of projects, including:
- Mount Emerald Windfarm: Northern quoll management plan, along with a bird and bat management plan targeting the bare-rumped sheathtail bat and spectacled flying fox
- Mount Fox Energy Park: Various SMPs for the northern greater glider, magnificent brood frog and koala.
- SEE Civil: SMP to mitigate the impacts of the Kuranda Range Road recovery works on threatened frog populations – the green-eyed tree frog and common mist frog
- Gilvear Planning: SMP to manage the agile wallaby population within the project area of the Miami Road extension, in Cairns
We bring practical experience and a deep understanding of environmental challenges to every project. We value nature-positive solutions that help get projects across the line.
FAQs
What species require a Species Management Plan?
A Species Management Plan is required for species identified as protected under the Queensland Nature Conservation (Animal) Regulation 2020 (subsidiary of the Nature Conservation Act 1992), including, but not limited to, species that are threatened, colonial breeders or those of ecological significance. Examples include the northern quoll, central greater glider, rainbow bee-eater, striated pardalote, bare-rumped sheathtail bat and Gouldian finch.
How long does it take to prepare an SMP?
Timeframes vary based on project complexity, survey requirements and regulatory approvals. A standard SMP can take several weeks to a few months, depending on the scale of assessment needed.
Can you assist with obtaining environmental approvals?
Yes, we provide end-to-end support, from ecological surveys and impact assessments to liaising with regulatory bodies and preparing approval documentation.
Do you offer ongoing monitoring and compliance services?
Absolutely, we assist with implementation, monitoring programs, compliance reporting, and adaptive management strategies to ensure long-term project success.
